Server location affect SEO?

I am setting up my website now and my friend told me to consider Singapore server rather than US server.
He told me that Singapore server is better for SEO.

Is that true? Does Google consider server location as a part of SEO?

Speed Optimization is very important! Among other things Google decides if your WebSite is a positive experience for your visitors by checking how long time your site use to load.

If you can optimize your site to load under 1 sec. it is fine, but very often it is possible to go under 0.5 seconds.
