Best way to do CPA

What do you think is the best way to do CPA? I heard a while ago it was best to promote or advertise an offer, get someone to sign up for said offer and bank on that by making a little bit of money from each sign up. Is this ideal? I don't know a whole lot on CPA. I do know that it can cost a person money if people don't sign up, and just click, so you need to interest people into signing up so you don't pay a ton.
